William Roy has consistently demonstrated a clear understanding of the Mission Mandate and priorities directed by the Special Representative of the Secretary General (SRSG). His work ethic is beyond reproach and he leads by example, providing support and mentorship to his peers. On appointment William Roy quickly identified challenges with a range of tactical and operational issues demonstrating complete commitment to call and coordinate emergency Working Groups, supporting all pillars to ensure the progress of a myriad of projects. Many freedom of movement problems and potential issues on Mission level as well as in the field have been deescalated due to his subtle engagement.
A deft communicator, both verbally and through his written work, William's gift is mentoring, planning and leadership, identifying and rectifying problems and articulating best practice. This has been most obvious while planning and facilitating the COVID CONPLAN for the Mission and a large number of TTXs on Mission HQ level and within the Field Offices. He has been instrumental in driving the COVID CONPLAN implementation in the Mission coordinated with all relevant actors. He has heavily assisted with a culture change within the Mission, challenging individuals to test and rehearse their contingency plans for improved reaction to crisis management. William Roy has also been instrumental in managing the Mission Planning Group working with all sections and components across the Mission. He has been instrumental in increasing JOC's operational capability and across the Mission for improved reaction to crisis management. He has demonstrated multiple times a full appreciation of SRSG, Chief of Staff and Mission leadership's Intention to translate this into Joint Operations Centre (JOC) operational output. He has been the lead in managing the Mission CASEVAC Policy and SOP in JOC, ensuring a realistic approach to identifying voids and mitigating measures to keep the senior leadership accountable. He has been an invaluable staff member, a role model for younger colleagues, a loyal and reliable colleague. His departure will be a loss for JOC and the Mission.
